This is a 1983 Kennedy half. I'm finding a few of these an not sure what it's called. The background appears to show cracks or rough areas like a bad strike or something?

Those are heavy die flow lines from your coin being struck in a Very Late Die State. It was struck with a very worn die. Here's what foundinrolls siad on this thread. http://goccf.com/t/32605

That is an impressively late die state - just look at his ear! I'd hang on to that one.
