One man sent me a letter, and got this payment receipt. Post office manager says it doesn't have tracking at all. It was mailing without customs declaration. I asked a few of my friends who also had mailings from US, some of them are saying it should have only US tracking anyway (stops when passing the border), but we all doubt it, because there's no track number on the receipt. What is the real situation? I guess it's unregistered, and a way to get US only tracking - pay 13$ for the customs declaration.  Edited by flying_teapot 03/09/2018 03:31 am

And one more question. Sometimes I buy cheap coins from ebay, and paying 2-3$ for the shipping, and these mailing have customs declaration that costs much more than 3$ and UA.....US track. How sellers doing this? I heard about mailing advantage that gives paypal or ebay for the usps service, but didn't get how it works.

To answer your question, no tracking in US at all, just standard mailing rate of first class , no extras...and I can't answer your others, only mailed to Canada and customs shoots skyward, a$3.70 mailer shoots to $9.50, imagine it would be $15 to your par of the globe! Why I don't offer global shipping on a $2 item!
Oh, just noticed, the $3,12 is international 1st class, with $.71 additional postage as "non-machinabl" meaning " hand stamp cancelling" to keep from getting torn up. I do that here in the states no problems.

The receipt you are showing does not have tracking info for the shipment

 If sender had paid for tracking, there would be a tracking number on that receipt.

There is no tracking and no customs declaration.
All that receipt proves is he paid postage and fees of $3.33 for a non machineable letter weighing 2.2 ounces to Russia on 2/21.
Whether the letter is delivered or not cannot be proved.

Technically that doesn't even prove that anything was mailed, but that the postage was purchased. Only tracking can prove that something was actually mailed

Don't need to prove mailing, it was friendly gift. UPD - So, this unregistered mail arrived today. And what about the second question? Last coin I bought was 2$, and I payed 2$ for shipping - 4 total. It was with only us tracking and customs declaration. It isn't charity for sure, seller didn't pay 13-15$ for this.

This is, friend, a gap between the letter of the rules and what happens because of leniency or lack of enforcement.
Since the letter contained merchandise - even as a gift - a customs form SHOULD have been required. This would have triggered the additional cost.
Since it appeared to be a simple, albeit thick letter, the postal clerk didn't ASK, nobody volunteered and it slipped through the mails as a simple non-machineable letter at the letter rate plus surcharge.
