Look at the copper color on the edge of the coin? If it were a missing clad layer it would be that color, not a lighter shade. Also the devices would be weak if the clad layer was missing before the strike. The weight would be under what normal should be. This looks like a normal coin. If you carried it in you pocket for a weed with other change, the color would turn silver. If it were a missing the cladding, it would remain dark in color. (which yours is not.) Just a coin found outdoors for a time.
