Not a coin planchet.
A coin planchet has a raised rim (as distinguished from a coin blank), and is ready to be fed into a coining press.

Well, that answers a question for me too, I have a piece exactly like this one which I assumed was a nickel planchet. The more you know.

The nub at 9 O'clock on the photo on the scale is the giveaway. That and being made of steel.

Got in trouble once as a kid (1960ish), punched EVERY knockout in two houses under construction. Back then, grinding down the nubs made a boatload of quarter and nickels!
