This penny looks like it was sand blasted or something on entire coin. Both sides have the same granular condition. Could it be an error coin or PMD? Grams read 2.5

It looks to me like it has suffered some sort of environmental damage after being minted. It's impossible to know exactly how without an eye witness.

Note how thin the letters on LIBERTY are? The die had the fields over polished. When this happens the devices get smaller:

The more the die is polished, the more devices get weaker:
