Looks buried and worn, like it had been walked upon under a thin layer of dirt that would abraid like sandpaper. Environmental damage is all.

Looks more like road kill that was cleaned . One for the cull box .

Yep, it's Post Mint Damage. It looks like some harsh abrasive was used to clean this coin.
