I was flipping through the Red Book and I noticed that 1976-S proof Ikes only exist with the type I reverse. It also noted that the change from type I to II was made early in 1975. Did the mint choose not to change the reverse for proofs at the same time, or were they all produced early in the production run?
You missed the point. There were two types issued in CLAD 1975=2.845milType 1 1976=4.294mil.Type 2 There is only 1 known silver clad type 2 but millions of silver clad Type 1 MINT(11mil) and PROOF(4mil) issues.
The proof clad Bicentennial Eisenhower dollar does come as both type I and type II, the 40% silver proof Bicentennial Eisenhower only comes as a type I. All of the 40% silver proof Bicentennial coins were struck in 1975 before the change was made to the Eisenhower. That's why there's no 40% silver proof type II's
