This material is sometimes called "die fill" but is more commonly referred to as "grease". Die fill can be coarse or smooth, hard or viscous. I thought they were just dirty. Will hunt a couple down and see if I am on the right track. Looking at the link chafemaster included I know I've just seen some similar today. Fun!
