The obverse easily makes VF for detail. The reverse shows quite a bit more wear, down into the Fine range. The apparent luster is from an aggressive cleaning, as noted. Add in the reverse rim hit at 10:00 o'clock and the fact that this is a common date, and you have a coin with value based on silver content.
This would be a good pocket piece, or a handy golf marker!
