I found this German 1950 E ten Pfennig uncirculated. Why do Krause assign it such a high value?

Sixteen million of them are said to have been struck, which is not a particularly low number.

What factors, other than mintage count, can contribute to a high value, and where does one find such factors properly documented?

Mintage doesn't really matter at all. It's a drop in the bucket at best. What really matters is the survival rate.

This is one of those coins where condition rarity applies to the extreme. Average circulated = a few dollars, nice mint state = few hundred dollars.
