Prince Philippe, Duke Of Orleans 1899 Token, Info Request

I was hoping for some more information on this recent token find.

I googled around and it seems the translation for the figure on the token is Prince Philippe, Duke of Orleans.

But there seem to be many similar tokens, and I can't figure out why it was minted or if it was actually minted in 1899. Any info would be appreciated, Thank you!

In May 1886 the French Republic expelled the princes of the former ruling dynasties.
In 1899 the death of President Felix Faure during the Dreyfus affair, resulted in a number of political factions attempting to take advantage of the disorder and Prince Victor Napoleon announced to a delegation from the Imperialist committee that he would take action to restore the French Empire when he felt that the time was favourable. In order to achieve this, he announced he would place himself at the head of the movement with his brother, Prince Louis, fighting beside him who he said would be "bringing to the Bonapartist forces his prestige and his military talents as well as his rank in the Russian army".
The Duke of Orleans, a rival claimant to the throne, also had forces available and they were ready to cross the French frontier at same time as the Bonapartist forces. In the end the anticipated outbreak in France did not materialise and the French Third Republic survived one of its gravest crises
These tokens were issued by both sides in an effort to appeal to the French public. The example below is from the Bonapartist faction.

Wow, thank you for that super detailed post, I had no idea this token was from such a pivotal moment in history. It still has traces of mint luster on it so I was thinking it was 5 years old at the most! I wonder how many of these competing tokens they made.

Interestingly, a great number of C19th French tokens have this same sustained lustre. It looks like the knew a technique that has not passed down.
