It's Machine Doubling, since the devices are reduced in size, and it's shelflike in appearance. Still a great looking coin!

Even the doubled dies also suffered from Machine Doubling:
1969-S-Lincoln-Cent-Wishful-Thinking

But the worst MD doubling example I've seen (graded by PCGS, no mention of the MD)

If you had the famous doubled die there would be no doubt in the find. Especially in the condition of the questioned coin.
