Looks like a very early stage of a Dryer Coin. It got stuck in the rolling drum in the dryer for a little short time.

Sure. I agree that the "puffy" letters come from these devices most likely being mechanically flattened. I'm not convinced about a clothes dryer having caused this, but that is one possibility.

I'm thinking the coin was placed between two pieces of leather and beat up to flatten and wide the devices. Not enough to enlarge the overall size, just a beating to alter the devices. What ever happened is not what the coin got from the mint.
