That's not a Doubled Die Reverse or a Doubled Die Obverse. That's Machine Doubling, since the devices are reduced in size, and it's shelflike (flat) in appearance. http://www.error-ref.com/machine-doubling/

I agree with E&V. Also the Wide AM is normal on the proof cents for that year.

MD and Wide AM is normal for the 2000-S.
