Just found this 1960 d one cent what appears to be small date. What do you guys think is it small date or not?

The way I tell them apart is the position of the 1 and 9. On the small date the top of the 1 is above the top of the 9. On the large date the top of the 1 is slightly lower than the top of the 9.
