All, wondering what this oddity could be on the reverse of this 1989 P dime. It extends from the second olive leaf to the I in United. Also, there is a similar look under the second olive itself. Is this a plating issue?

It's hard to tell from pictures, but it looks like a stain.

If it is raised, possible die chip. If flat, it could be a water spot. You can see see if better in hand.
