How'd This Pass As A Doubled Die Obverse / DDO ? (Lincoln Memorial Cent / LMC )

Titles are Important! * While looking at coins this morning I was wondering what people are spending on ungraded coins and came across this. Showing it sold high, but looks terrible. The images are bad and I just don't see how it passes as a double die. I have seen countless coins like this. Bad cameras produce images like this, making a coin look like it has doubling due to brightness reflecting around the imprint.
