This looks doubled to me but I am bad at this.

I believe this is Machine Doubling.

You have very slight Machine Doubling, since the devices have been slightly reduced.

Is that why the doubling is completely around the edge?

After the coin was struck, the die movement on the way up from the strike, damages the devices. This happens a lot more often on the large sized coins. Usually on the denomination areas.
