It looks like someone partially plated the coin with copper. Is the coin magnetic at all?

to the CCF! Yes the cent was plated and it was done after it left the mint. Someone was trying to fool people into thinking it was the real copper version which are extremely rare.

To CCF! It's been plated with Copper, and the silvery color is the Steel plating showing, underneath the Copper plating. It's Post Strike Damage ( PSD), meaning that this happened after the coin was struck, when it left the U.S. Mint. Because of it being damage and not being a true Mint error, there's no added value for this. Save it, and put it with the rest of your Wheat cent pile.
Errers and Varietys.
