@coin2020, with the current pics, I agree with the frog. Are you sure that it isn't Pareidolia?

I guess you're right - it does look like 1984. But has got to be just stains or toning. It would be impossible to have another date minted under the real date..

1. Devices should rise from the fields. Not be level with the fields. Stains are level with the fields. 2. If the dates were doubled, all the other devices would be doubled, on both sides of the coin. 3. If you submit it, then it will come back as a normal coin with a grade. If they consider the coin cleaned, then it will not be grade, but given a genuine coin notation.
