Strangest Thing I've Seen On A Dollar Bill!!

I went to Wells Fargo yesterday and was puzzled when I recounted my cash placed inside my envelope by the teller. This dollar bill has blue streaks on the obverse. Similar to the Lines in the matrix films. What do you guys think of this one?

Somebody probably ran the bill through some type of printing machine that was running out of ink. I would assume an older one at that.
