@heomy, due to the wear and tear on this coin it is a little hard to tell. However, it looks to me like the post in the die that formed the space inside the loop of the letter P had broken off so this was filled in when the coin was struck. On top of that you have a fairly deep diagonal scratch which further obfuscates the letter.
