There is a hard line in his beard. I turned the coin around and It doesn't look like a scratch. Also his eye looks extra baggy. I compared other pennies and don't see this.

Looks like a linear plating bubble.
Not uncommon.

@Jlam79, often times with linear plating bubbles, you are able to depress them slightly with a wooden toothpick. Also, just to be clear, this line is raised above the surface, right?

The line is incuse. It is from damage. Note the lower end of the beard area. You can see where it took the hardest part of the contact mark. It is appears as raised, it is metal splash from a contact mark. When a coin is hit, the metal has to move somewhere else.
