Looks mostly like a lamination to me--quite common on these nickels.

Could be a Lamination, but we'll need much sharper pictures in order to tell.

But that one is not a silver coin. It maybe something coating/toning the coin? it could be a rub mark on that area. So a closer view would tell us more.
