And we've had West Point circulating cents and I believe quarters as well which obviously had no mint marks.

Here is the information on all three special pennies. I got this from the US Mint Facebook page: United States Mint A special West Point (W) Penny will be included as a free gift with purchase for the following sets:
3/1 2019 Proof Set (19RG) will include a proof penny struck at West Point
4/24 2019 Silver Proof Set (19RH) will include a reverse proof penny struck at West Point
5/14 2019 Uncirculated Coin Set (19RJ) will include a uncirculated finish penny struck at West Point

I think it's really nice to have a different type of special cent in each set. However, now that means that I have to get all 3 sets! What an interesting trick to get us to buy both a proof and a silver proof set. I normally only buy the silver proof set.

The extra cent will be interesting because it's "different" but as far as mintage is concerned it won't be a biggie.

I will assume that this cent will increase sales but the 2018 sets are still for sale with the silver proof at over 300k and the regular proof set just under 500k. It shouldn't be valued anymore than any other coin from the set.

It is for album people and for them it IS interesting

That's fine, I was going to buy all 3 sets anyways, so bonus for me. I know they won't really be worth much, but still nice to have in hand for personal viewing. They need to sneak some rare coins into circulation to jump start the hobby.
