I saw a 1956 Jefferson nickle on ebay with slab graded PCGS MS66 but did not have full steps. How can a doing get this grade if not at least flawless on coin details?

66 isn't a flawless grade. Plenty of old Jeffersons have no steps because the dies had no steps

MS-66 doesn't mean that the coin has to have full steps. A coin with full steps would be graded at MS-66FS.
