I could understand if the guy said F-15 even if that's pushing it, but c'mon, VF-25?

Susanlynn is correct that there is some leniency on grading for the keys, particularly 1921 and before. That said, I think it is hard to get away from this being a F-12. It is almost a ringer for the example in the ANA guide.
