This one is NGC graded with 180 degree die rotation on a thick planchet and has proof like attributes. The seller thinks it should be resubmitted as he really believes it to be a proof, I don't know the difference.

Thoughts about grade and if it's mint strike or a proof strike?

not sure on being proof or not but as far as grading I think its a beautiful coin and would put obv at MS-65 and the rev at MS-63 just cuz I'm not sure about possible mark on inside edge of top of the 2. my birthday is in 5 months. can I have it. :)
you said "seller". when and where is it going up for sale?

If it is a proof its a new variety as thus far all 180 rev dies have been regular strikes. Its a fairly common variety for 1864 the die crack from the bottom left of the ribbon is indicative of the variety. Sorry but I am unable to grade accurately based on the pics as they are a tad out of focus and appear grainy. If I had to put a grade it would be somewhere in the AU range. In hand or with better pics maybe higher. The right arrow looks flat and the ribbon shows some rub/wear.

I found your post researching 1864 2 cent rotated die. I found it very interesting. I'm just a casual collector, but I appreciate nice coins. I purchased an 1864 rotated die from coin shop in North Dallas in 1987 and have had it ever since. It was sold to me as a proof - which I found interesting. It is at least an MS-60 and is rotated about 135 to 150 degrees.

So maybe there are at least two examples of this new type. I'm more inclidend to believe that the coin survived is as good a shape because someone noticed it was rotated and decided to put it away. But at least you might be able to add one more to the rev dies list (if is was assembled after 1987?)

But I am interested in your comment about the die crack - does that indicate Proof or does it indicate a business strike? My coin seems to have die cracks coming off both the left and right ribbons and there seems to be another crack coming off the 'T' in 'United'. Sound like a probably have a business strike.

If it's MS, I would grade WAY better than MS-60.

Rotation is quite common on these 2 Cent pieces. I agree with nohope587, business strikes are the only known pieces with rotated reverses. This is most likely a biz strike.
