I think I've read something about them.. it might some kind of propaganda leaflet made to look as a banknote..

This is a 10 Yen note no date but circa 1930, with propaganda message on back #40z listed in VG-$20, VF-$45, and UNC-$80. I'd say yours would grade about VF. Nice buy for 2 bucks.
