My thoughts are consistent with Tanman's: old circumferential damage that is worn smooth.

I'm going to go with something different from everyone else. Genuine 1912 plain with someone messing around with soldering and adding stuff to the reverse, and then the coin got worn down further after that. If true, it would be post-mint damage.
