It might be a minor RPD with the 6 slightly repunched to the north. But I can't find a match.

Me neither - I looked very hard for die cracks which seem to be an element of many of the '66 DDO varieties ... odd ...

As you say, the IHCs from the 1860s abound with this sort of thing. Sometimes the repunching is quite dramatic, though not here.

It appears to be struck from the Snow 5b die pairing, prior to the develpment of the reverse radial die crack into the arrow quill.
