Looks like someone taped that sucker...with a mix of environmental damage, leaving the taped over parts of the coin protected from wear.

Is there still tape on the coin?

Not a lam. Acetone should remove any left over tape residue.

acetone will clean up the tape residue, but you will be left with a lighter colored coin where the tape was.

The tape prevented the tarnish from forming on the covered areas.
