There is a flan flaw on the reverse above the 'N' in one. Also a small die gouge below 'N' in unum. The 'U' shows NW of 'S' of states within the lamination.
But if the struck through debris was irregular in shape it would not affect the design evenly. Also not there is an area above the 'N' on Cent that is also affected. A lamination often runs in a straight line. But this is not happening on this coin. Also a lamination is often loosened by the setup process because the proto rim is formed and loosens a lamination because if intersects to the rim. There doesn't appear to be an issue on this coin. Thus I feel it was a struck through.
