Definitely not a mint error and @coop's explanation of it being wire cutters seems about as good as any to me.

OK so I am bored today with nothing better to do so lol I decided to do a Wire Cuter test on a Coin. NOT a match not even close. the first pics are with the coin all the way in to the cutters. The second set of pics are with the coin half way in to the cutters. Sorry, I guess is should have mentioned this coin came from a Bank Roll of 1994 D coins I had gotten 4 of them at the coin shop ALL 94 D's The rolls had gotten wet and the coins, well not so pretty

Well the coin is damaged at least by wire cutters on that one area. The rest, it doesn't matter, the coin was not struck that way from the mint. Not the color on the rim affected by the wire cutters is the same color as the rest of the coin. So it doesn't matter how it happened, but it all happened at the same time denoting to me, that the coin was altered. No premium for this.
