Not sure about the question of extra metal.
It was not extra metal on the planchet at the time of strike as that would have been forced to conform to the shape of the die.
Is there extra metal outside the realm of the original design? Yes , because the surface of the die chipped/broke at that spot and allowed coin metal to fill a space that was not part of the original design.

Die chip. There is not such thing as extra metal unless something struck onto the coin. The same amount of metal is determined by the planchet. The strike only move the metal around that is on the plachet.

Dave , a BIE is a die chip, or if large enough, it can be called a die break. The same can be said for this anomaly.
They just have different names because of location.
