This 1984 D Cent Can't Be Real, Can It?

This penny is their of a dime exactly. ALL the words along the top, on both sides, are halfway stamped on the inside of the rim. Including the "L" in Liberty. There is also words along the top of the rim & on the edge of the coin as well, but I can only make out a few of the letters. They don't seem to match up with the main surface of the coin though. The coin itself has damage appearing to be silver in color underneath the coppery surface. So I have to wonder if this is a "Joke Coin" that someone has doctored. OR, due to it being dime-size could it possibly be an actual mint error penny that was stamped in a dime fashion? And if so, is it worth anything with the damage it possesses? What do you think?
