It's an authentic in-collar double strike with rotation of the coin between strikes.
Error coin writer and researcher.

I understand a struck rotated and re-struck, but what I don't understand is the change in the angles ?

What if the obverse die was rotated 5 degrees? That would alter how it would look.

So not only did the coin get double struck, but the die rotated also ?

Well the rotation of the probably happened during a previous die clash. It probably didn't happen during the double strike, because it was the coin that rotated.
