Looks like a Provincial issue of Caracalla from Cappadocia.

Edit: I think now it may be Elagabalus, not Caracalla. Mt. Argaeus on altar reverse, Cappadocia (Caesarea).

I think it's actually an issue of a young Elagabalus - Caracalla's coins seem to place the date mark (ET(gamma)) under the mountain, while Elagabalus has the date mark emblazoned on the altar below, like this coin does. Caracalla also spells out 'KAI', while Elagabalus shortens it to 'K', like this coin.
