I agree. Coin damage. Letters were never re-punched on the U.S. Coins. The original dies were individually created back in the 18th and 19th century. The design was struck on to the die, the devices were either gang punched or later hubbed into the die. The date was indivdually repunched for years 1793-till later on when they used a gang punch for the date. This stopped in the early 1900's era. Then they hub created dies and added the mintmark punches until 1989. Starting on 1990, the full die are are hubbed into the die, including the mintmark. So there is not re-punching any more.
