Hi all, sure would appreciate any help with the reverse of this coin.I have no clue to what caused this. Looks as though some of the groves are under the design and some go through or over the top
of it? could this be some kind of waffle?

Note the roller lines are pretty strong on this reverse. It took the deepest devices to make the highest design to make them look normal. (the rim also removed the lines) But this might be a coin to save for educational purposes to a new collector. So you might want to keep it?
