1964-D Washington Quarter Doubled Die Obverse / DDO ? Repunched Mint Mark / RPM ?

At first I thought the die crack along the bust was from a coin rolling machine, and then I looked harder and noticed it was raised! - Doubling on IGWT? - Liberty? (Especially the Y) - 4 in date? In a couple of pics it almost looks like copper, especially on pic 15. It may just be the shadowing due to lighting but I'd like to see a pic of the rim.
