I am still a little upset that the Mint changed the issuing format after the first two years, and now release them as a set instead of singles. To be clear, the proof innovation dollars have always and only been sold in sets. The reverse proof are what switched from singles to sets in the third year. To be honest, it was that change that made me decide to collect all the reverse proof dollars. I was only going to get a handful of states that appealed to me. I can collect them all now that the four coin set is now considerably cheaper than the four individual coins were.
