Should be at least ms65, maybe ms66 due to the toning.

Small picture does hamper the accuracy of my grade estimation.

Ms 66 I say that because I assume it was good enough to be sent in to get graded. Fully lustered though cantell if there's any abrasions on the surface

Btw are canadian coin grading standards higher than in the US. Meaning if I take a coin which was, say a 65 in PCGS holder could it be graded a 66 by ICCS?

The grading standards are the same. If you send it in for regrading 3 things can happen. Gets higher grade / gets lower grade / gets same grade. If the coin is worth resubmitting then you take your chances.

Actual grade plus one point for color at PCGS. Either a 64+1 or a 65+1 depending on the condition of the surfaces.

Almost never. ICCS uses a 68 point scale, PCGS uses a 70 point scale. This results in MS grade decompression and slight upward drift at the high end of the scale.

It was graded a PCGS Ms 64. Undergraded maybe? You seem to grade it higher. But it is in an old PCGS holder. Should I take it out and sent to ICCS for a possible upgrade?
