Ew, glue maybe? It looks similar to.ear wax though. An acetone bath might get it off.

It is some form of adhesive for sure,Acetone does not always work on every type of glue/adhesive, whatever it maybe it did not come with the coin out of mint.

Agreed that it is some type of adhesive on the coin not a mint error. Maybe epoxy?
