You need to show the entire coin obv and rev. Then zoom in on the area in question. The picture you show looks like MD.

Or DDD? (Die-deterioration-doubling) but as mentioned we need to see close up of other area of devices facing the rims to tell for sure.

Just remembered, that on these ATB and the States quarters, the DDR's are on the center of the coins areas. Not the outside areas.
