It looks like a normal 90% silver 1961 strike. The lack of a mint mark simply means it's Philadelphia minted coin. The small mark could have happened during normal circulation.

I agree, it is a Philly mint and it looks like an either intentional marking where the MM is supposed to be or a coincidentally well place hit!
