Judging from the lettering and the fact that it's a Close AM I'm thinking 1993 to 96 possibly... I'm not sure though. Any ideas?

Looks like an over polished die, with Grease Fill on some devices and on others reducing the devices. Not a premium coin, just a die event, a striking event and circulation flattening. Spender. If it were a BU coin, then it might be used as an educational coin. But it is not.

From what I see of the legend appears like an 86 . Some are closer AM then other. This old lady needs to see the rev before a real guess.&

I'm not sure how I managed to do it, but I think I initially misread your post or at least a part of it. I find it impossible to believe that this is something that should be classified as spendable or a Spender. I totally respect your abilities and knowledge on everything coin related and that you actually help me a lot and what and how I search, but for me and for everybody I've shown the thing to, the most important fact is that it has no date on it and it came that way from the mint. This fact is going to make it highly collectible to many people. It's hard to even find anything on the internet like it.
