What is causing the cloudiness/dullness or rough appearance ? The pics are in focus. The coin and writing looks blurred.

It looks like it's been exposed to heat or maybe dipped in acid. Both can leave the surface of a coin rippled and pock marked. It's Post Strike Damage.

Heat and acid are the the logical culprits - I lean toward acid, but either way a spender.
