More an off centre strike than a broadstrike. This is the definition of broadstrike from the CCF glossary to the left <----

Broadstrike
Coin struck without a collar, thus when the coin is struck the metal is allowed to expand and increase in diameter. May be centered or uncentered, but must not have any missing lettering or design detail.

No. The coin is not a broadstrike. It is simply slightly off-centre which is very common on all denominations.

Coin is struck within collar and the dies are not really off centre either; however the collar is a little loose, so that some metal has squeezed up between the collar and the die resulting in a doubling of the rim along part of the circumference.

Correct, a broadstrike has been struck with the collar die completely missing, meaning the rim of a broadstrike is always plain and unreeded; yours clearly has the "usual" interrupted reeding around the edge.
