1999 P New Jersey Quarter Double Die?

I found this odd coin in a partially filled folder. When I look at it through my jewlers loupe at 60x I can see letters stamped on letters on the reverse. Another odd thing about this coin is that it is slightly concave on the reverse and convex on the obverse. This coin is not scratched or marked up that bad, maybe near uncirculated. I really hope you all can see it in the pictures, this is really the best I could do.

Looks like a medium bounce Machine Doubling example. The doubled dies on the States and ATB Quarters are in the central area of he design. (Earlobe on the obverses, sometimes on the motto) Rarely happens on the outer devices. (just one on if the proof 1999-S PA obverse)
